If you were married in Oregon, you can file if either of you lives in Oregon at the time you file; if you were not married in Oregon, one of you must have lived in Oregon continuously for the six months before filing (ORS 107.075). If only the petitioner signs the proposed judgment and the respondent has appeared, a seven-day Notice of Proposed Judgment runs first (UTCR 5.100). You are not divorced until the judge signs the General Judgment (ORS 107.115(2)). Court schedules vary by county.
